Found my issue (well at least the car's issue) and got the fob programed. I noticed when locking the car from driver's door the alarm never set but when locking from trunk the alarm set.
So I attempted to program key from the trunk lock and it worked perfectly.

Now at some point I need to figure out what is wrong with the driver's door lock...
