I have replaced both ballasts and bulbs for each of the lights. I still have the issue of the lights not working. I am not sure if the level sensors are the issue or the lights themselves.
At this point willing to try anything

Well now I have made things worse/ or maybe better by re-installing the old ballast on the left side, and then putting the new one back in
    I now get the codes:
01042 - Control Module; not coded
    01539 - Headlights not adjusted
I however can not get the module to code with VCDS or ODIS it says that I have not met the requirements, and i cannot do the basic settings either
