Do the two bumper bolts that come down from above come out all the way?

Looking to do a custom fog light set up and would love to use that mounting point.
If I pull hard enough, will they come out?
I assume no but am hopeful.

They can come out all the way. Apply downward force while turning it out.

They don't need to be removed to remove the bumper cover.

Fantastic.
I don't want the bumper off.
I just want a solid mounting point for a custom bracket.
Nothing worse than shaky shaky lights.
