    Low boost and DV issues

So as of right now I have a p0299 low boost code with a EVAP leak both point to the DV which I have an upgraded DV bought from ECS tuning, and for some reason I can't get a signal to the DV, hooked up to a computer and nothing couldn't get the ECU to activate it. So I'm thinking either wiring or ECU, but nothing looks wrong with the wiring anywhere. Anyone got any tips or ever experienced this? I've got the upgraded DV, new pcv, new purge valve, new map sensor, new n75 valve and vacuum lines, no misfires or anything waste gate still opens and works.
