High crank case and head chamber pressure

My brother said his 2006 B7 2.0T engine shows high crank case and cylinder head chamber pressure, so much so that oil is being forced out of oil cap and head gasket. The PCV is new, and the car runs great, just oil everywhere. I suggested to him grabbing a valve cover from the yard, but he has yet to do that.

If there is such thing as abnormally high crank case pressure, what would be the cause?

Excessive blow by. Compression test done? Block in the PCV system(primary seperator/OFH/lower breather hose, maybe). They can get pretty crusty inside.
