1. No, speed sensitive steering means that it adjusts the steering assistance based on speed, so at low speeds more assistance, and at high speeds it provides less assistance. Dynamic steering adjusts the actual steering ratio in addition to the weight/assistance. With the Dynamic steering in "Dynamic" mode, the ratio is fixed at all times, but it does have a lower/quicker default steering ratio than the non-Dynamic steering cars.
2. Sure, it can be retrofitted like anything. The only thing part wise differentiating the Dynamic steering from normal is the steering column, rack, and the control unit. Everything in between is the same, including existing wire connectors. However, the coding is where you will have trouble and additional wiring for the control unit.
When I was deciding whether to get the dynamic steering, I drove two cars back to back. One with all the options and interior/exterior colors I wanted except dynamic steering, and one with dynamic steering but was a Premium Plus instead of Prestige. Not gonna lie, it was noticeable with the quicker ratio driving back to back, but it wasn't enough for me to put in an order instead of taking the one in exact spec I wanted. I would have wanted the dynamic steering for the quicker ratio, since I felt that the variable ratio was weird at times and less predictable when driving more aggressively in specific scenarios, so I figured I would have selected the Dynamic mode and left it. If I would have needed to order, I would have selected it, but I don't regret getting the one I have without.
