Your video sounds a little like a rough bearing to me. I would recommend replacing the tensioner pulley with a Litens. You can reuse the hydraulic part of the tensioner by simply replacing the roller with a new one. You can remove the hydraulic piston or just leave it in place since it will no longer be utilized. Also replace the belt and while everything is off check the water pump bearings. Part numbers for everything are included in the link provided above.
