Why don't my fans turn on?

I think the fans used to work sometimes, a while ago.

But I recently noticed them quiet and not moving, when I opened the hood to look at something else. And the engine felt pretty hot.
Is this normal? I don't think it is.
What could it be? Has anyone else had this happen?
    It's a 1.8T.

I didn't see any stored fault codes during my last scan, besides Thermostat Open Circuit (maybe it also needs a new thermostat?)

Would one or both fans need replacement, or an FCM? (Fan Control Module)

Coolant temp gauge is right in the middle, but I hear they're not the most accurate.
I didn't measure actual values in VCDS.

Turn AC on when the edge is running. Both fans should go to high speed.Normally fans are pulsed on and off as needed.

Alright. Just popped the hood after driving for a while with the A/C on, and both fans were spinning.
    I guess it works then.
    Thank you!

yes the electric fan comes on automatically with the compressor/condensor. I tend to leave my climate control on auto so it cycles the fan during the summer.
