    04.5 1.8t ko4-001 GLI boost issue

hey guys new to vw/audi. I just picked up a mk4 1.8t ko4-001 Jetta GLI. its got a GIAC x+ tune, and its supposed be running around 24-25psi. but right now if I start to build boost as soon as it gets to 8-9psi it cuts out loses power and starts bucking. if I let it idle its real ruff for a couple seconds afterward but then smoothes right out. if i unplug the MAF it does the same thing except it'll build up to 12psi first... I figured because of that the it was a bad MAF so I replaced it. but it still has the same problem. one thing to note is that I emailed the tuning company and they said this particular tune was programed for the MAF from a TT 225. So thats what I put in, and its also what it had in it before. any input would be greatly appreciated!!!! thanks in advance!!!

I just tried unplugging the actuator hose from the n75 and the boost gauge never read over zero does this mean something in the turbo is bad?
