sos 01 a4 1.8 crank no start 200k im stumped

i have several audis but this one is my fist b5. new daily... im really stumped hopfully someone can give me an idea, i work on heavy tractor trailers and rebuild engines everyday but im lost with this one. i bought this car last week. had codes for throttle. cleared them and drove it home. sat for a day and wont start at all, this is the 2nd week it hasnt ran... codes with vagcom show 17987 throttle act adaption not started, 17953 throttle val controller malfunction, 17972 throttle act under voltage. battery was shot, i have a known good battery, no fix, swaped out throttle valve with known good valve, no fix, checked and cleaned all fuses, no fix, swapted out cam pos sensor no fix, swapted out ecm/ecu with no fix... with vagcom it will not do an alingment test it just says ERROR. the connector is tight and clean so is ecm, i remeoved computer and inspected as well. any suggestions? only thing has me scratching my head is the two ecu/ecm fuses in fuse both #29 and #34 are not showing a full 12v like the other fuses... the one is 11.8 and the other is 0.6 volts. im assuming thats my issue but where to go next im not sure.🤓🤔
