So the vibration is happening during braking.

But then you also say at highway speed... like when your braking or just driving along?

If it’s under braking i would consider its the Rotor particularly on the right side as you mentioned.

New doesn’t always mean it’s not broken.

    Just some thoughts.

As said, sounds like a warped rotor.

Just driving along at 70ish it vibrates enough to see the passenger seat visibly shake and it felt like it was coming from the right side before and after new rotors

Could be warped rotor. Make sure your wheels aren't bent/damaged.
Maybe get your wheels balanced and make sure your lug bolts are all tight.

check the hub face under the rotor to make sure there's no rust build up, that will give the feeling of a warped rotor, I'd double check all your ball joints, I had a loose upper control arm and tie rod give me some vibrations under braking before.

at 70mph and your vibrating more than likely a bent wheel, or wheel out of balance.

When braking the vibration could be the bent or out of balance wheel and also if you didn’t do a proper brake “bedding” or brake-In of the new rotor and brake pads.

    Taken from the net.

When braking the vibration more than likely is a bad rotor could be from not “bedding” the pad to the Find an open stretch of road that will allow you to safely stop your vehicle multiple timesAccelerate to 35 mph and apply moderate brake pressure to reduce your speed to 5-10 MPHRepeat this process 3-4 times, the goal is to warm up your brake padsNow turn up the heat even more by increasing your speed to 45 mph and braking down to 10 mphRepeat this process 3-4 times Pro Tip: It’s important to avoid coming to a complete stop during this stage as it’s possible to melt brake pads against hot rotors. Of course, should a deer, pedestrian or Sasquatch run onto the road, feel free to mash the brake pedal. Safety first!Your stop-and-go session is now complete. Park the car and allow the brakes to fully cool for an hour. For best results, avoid pressing down on the brake pedal when parked

I once had an issue with my ABS ring on one of the axles. Might try looking into that also.
