Do you have a weight on this yet? There's an E46 M3 guy who did a similar project after his car fell victim to a fire. Weighed in at around 2,400 lbs all said and done, though I imagine the B5 will be heavier. Tons of fun!

It's too late to turn back now. Good luck with it.
    Because S4 = Hooker
Both can be purchased for cheap, and after one night of reckless, risky fun, either can be found lifeless on the side of the road. Your family is disappointed and concerned once they find out you've picked one up. Not to mention you try to hide how much money you routinely give one from your significant other.

Crazy how he (and others) managed to get that through inspection. Bet that is a fun ride, wonder how it threw the always bragged about 50/50 weight ratio

Using the M3 as an example since it has a NY plate.

The first obvious one would be bumpers, but many states don't have specific bumper laws because well federal gov handled that at the time of sale/importation and don't bother as few take them off. Common vehicles that modify bumpers like trucks or suvs have/had entirely different federal requirements and in many cases entirely legal to modify or even remove them. NY doesn't seem to have anything on the books pertaining to bumper heights like some states have so the lack of bumpers probably doesn't come up on a safety inspection. Technically it would be a federal violation but states don't enforce federal laws like that.

NY, again just using that M3, doesn't have fender laws like some states do. For example here that would not pass as it does not have proper fender coverage of the wheels. NY laws for fender coverage only pertain to commercial vehicles. nothing to fail that vehicle for at a state inspection there.

I may just be missing it and it is there but off the top of my head what I can see the only reason that vehicle would fail a NY stage safety inspection is lack of third brake light. There may be other things like if the airbag light was on since the seats were changed in some states that would cause you to fail a safety inspection. But the reality is there is little on the books in the majority of states that would outright make an exo car illegal to inspect/operate.

^I thought that bumper requirements were a NHTSA thing?

The open wheel thing too..? I wonder if that will pass inspection.

At least in NJ, trucks (pickups, lifted, etc) need to have larger fenders if you are running wheels/mudders that stick out beyond the bodywork.
Ricers get pulled over for that silly camber thing they do too.
    This is enforced in NJ.

That doesn't mean its on a states inspection process.

Remember unless a the federal government tasks the states with enforcing their regulation, and then the states actually write statues to enforce them, it isn't something they automatically have the authority to issue citations or fail someone for inspection on. IF it was a commercial vehicle and/or operating across state lines for commerce purposes than they do, but for normal passenger vehicles enforcing federal regulations is not automatically something states can do.

Yes as I said NY has no fender coverage law. NJ has two one is based on fender being required period, if the vehicle is a commercial vehicle. Passenger vehicles are otherwise not required to have fenders unless they fall into the "elevated vehicle" inspection class which is something like 4" of combined overall lift. That may be body or suspension lift to get to that total. However not sure if tires count, like are they saying 4" to a given point over stock so tires would factor in or just specifically lifted via other means. Here for example tires would not count into the lift for me to need a "modified vehicle" inspection on my jeep, however due to the 1" or so body lift and 3-4" suspension lift I do. My 35s don't factor in.

I am aware of people in NJ who have failed inspection for having tires that stick out, so now I am curious and want to look further into the NJ statutes. Some that I know of would be due to increase in height from tires only, may have been failed when it wasn't technically illegal.

This is what makes the claim that people are being cited for lack of coverage due to camber an iffy one. I'm sure people are being cited, it doesn't mean that the citation actually has any legal merit and would hold up. There is a difference between a cop giving you a ticket and that citation actually meaning a law was broken. If someone doesn't register their cambered vehicle as a commercial vehicle and they don't lift it 4" then I can't see where the NJ fender coverage laws would apply. Many states actually factor in that duh wheels get exposed when tires are turning or suspension moves and actually only say fender coverage is required from say 9-3 oclock if you looked at the wheel as a clock, so most heavily cambered vehicles would not have an issue even there. Nj doesn't seem to have that wording (I didn't dig too deep)

I'd love to know what someone with excess camber is actually being cited for in NJ, I doubt it is anything related to fenders and if it was it sounds like it should be thrown out based on my quick search.

From what I recall it was something very generic like 'operating an unsafe vehicle' or 'vehicle modifications creating a safety hazard'
'Safety' was the key word in the citation.

That explains the getting through inspection part, but doesn't necessarily mean that the modifications are legal

Yup. Now imagine being the guy who gets hit by the car. Wonder what the insurance would say then. When I had my RS6, my insurance agent couldn't even find it with the vin so they billed it as an a6. Sure glad I didn't have to make a claim. Haha

Well insurance wise Michigan is the worst place I believe we have one of the highest prices in the country plus there is no such thing is liability here it's call no fault insurance which is exactly as a sounds no fault nobody's fault so whether you hit somebody or somebody hits you nobody is at fault.
