Hello, check engine light problem

i having several problems with P0299 ,all winter was fine and when the wether change up to 60 degrees the chack engine light came on with turbo under boost condition ,why the wetrher or temperature changes make the turbo week, any one has the same problem ? I change the valves and still same problem ,winter is fine and summer bad, any suggestions? Thank you
