I think you're making way too big a deal about this, because it's not your thing, and an A4 USP is being chopped up.
You're bringing in legal issues - tell me this, how many B6 A4's with hacked front bumpers for larger intercoolers, with most of the rebars missing would stand even basic scrutiny in the United States (never mind NHTSA) based upon what you're saying? How would these fare in a 30mph crash?
You mention airbags. When folk fit flat-bottomed steering wheels in their single-stage airbag B5/6 A4's, how many would actually deploy when they should, in a frontal impact? I don't live in the United States, but I'm aware that it's actually illegal to tamper with SRS devices. Then there are folk who junk their safe side-airbagged front seats, for nicer ones with no airbags, and perform the resistor mod to keep the airbag lights off, true?

You also mention you bet the kit says "off road use only". Well...isn't that true of most of the aftermarket mod parts for our cars? Dude!! If we went by your analogy, we would all be driving bone-stock cars. I understand you don't like this guy's idea for a USP. But...it's his choice. Getting all self-righteous like this is the only mod that isn't NHTSA-certified borders on hypocritical.
Live a little, and appreciate what others may do to their cars, even if you don't agree.
