E brake not working

When moving the E brake handle up, it becomes still and does not move.
I will check the rear brakes mechanism at the hub first.
Are there any other places in the cable run that are notorious for cause 'stiff' or 'frozen' e brake?

That is a good first step. My rears on the allroad are frozen, but in a locked position, so it is REALLY easy to actuate them but they do not return to normal. I suspect yours are frozen in the off position, making it difficult to engage.

Yeah, but his cables may not be the issue though. I'd think you would want to make sure the actual mechanism on the caliper works before replacing cables. In my case, I had to pry it free, but it would re-stick. Sprayed it carefully with some penetrant to help lubricate it, and while better, not great. Currently it's disconnected until I replace the caliper. Cables themselves are fine.
