I just installed catless downpipes and for some reason it seems like my exhaust got quieter than it was with just the cat back. Am I going crazy?

You probably had exhaust leaks before, and now they're sealed.

All I did was cut out my cats on the stock down pipes and had them welded back to the rest of the exhaust.

Having just "installed catless down pipes" and "I cut the cats out of the stock pipes and welded back together" are two different things entirely. But I still stand by my assessment. Catless your exhaust will be louder than with cats. An exhaust leak, however, would overpower the added sound of running catless. The exhaust shop that welded your ghetto downpipes back together either fixed the leak at the connection between downpipe/catback, or the leak was actually on the cat (either rusted through or broken welds.
