LA and Orange County are full of great powder coaters. Most will prefer you bring just the wheels, though there may be a couple that can take care of mount & balance as well.

This may sound oversimplified but my advice would be to check out Yelp in your area for powder coating. This way you can not only check out reviews, but you can take a look at sample work the powder coater has done. For the most part all powder coat shops will be able to do comparable colors and will have color chips on hand as samples. Search "powder coating" and "wheel repair" for best results.

I'm not too familiar with PC shops up north but I'd echo the advice of searching Yelp - you may be surprised at the number of shops not too far away. Search terms like "powder coating" and "wheel repair" will give you the most results.
