That code is low output. I think you have a bad MAF, but obviously not bad enough to cause a real difference when unplugged (yet).
MAF cleaner is meant for hot wire MAFs, not the hot film MAFs in these cars. I wouldn't count on it fixing a MAF issue. If you have access to VCDS you can log the MAF output and see what it is. Compare that data to what is given in the many threads here about bad MAFs as standard. That would give you an indication of if it is truly the problem. Anything other than empirical data will be guessing.
Speaking of guessing, if you have a oiled air filter like a K&N then I would think that your MAF needs replacing due to oil contamination. When some people oil them, they think more is better and that extra oil ends up in your MAF. When I bought my B6 it came with a box that had two dead MAFs and half a can of MAF cleaner. I wasn't surprised when the installed MAF died two weeks later. I didn't even open the airbox before buying an OE replacement filter, knowing full well that I would find a dripping K&N inside as the source of the issues. Sure enough I was right... No issues since with a dry filter.
