Use you oil pump can to also pre-fill the turbo oil supply line and you should be good to go.

And if you haven't hooked up the boost hose yet you can use your fingers to spin the turbo while you add oil to the oil port.

Also, disconnect the fuel injector harnesses and crank the engine over to prime everything.

Just fire it up. It's not going to start spinning until the exhaust gasses get hot and there is sufficient flow anyway. At that point the engine is running so oil will be flowing. If not then turbo problems are the least of your problems.

^^^^ lol. The turbo starts spinning as soon as the exhaust gasses start moving.

It says that turbo spins when starting engine from BW pdf. So did what it said in the pdf. Oil in the turbo. unplugged fuel injector harness and rolled it over. Plugged everything in and started car 200 miles later everything is fine

Starter cranks the engine at ~300 rpm. Until the engine fires up there are no exhaust gasses. There is a bit of flow through the exhaust manifold but there is no heat or significant pressure behind it. There is absolutely no way you are going to damage a turbo by starting the engine it's attached to no matter how dry it was when you installed it, as long as the engine it's placed on has good oil flow.
