Why is the tip dust cover split in two?

I washed the assembly so its nit sticky but it also doesnt look like it riped apart or anything. I bought the car like this so I have no reference for when it was one piece.

It's a slightly perforated plastic to allow it to bend easily when you move the shifter back and forth. The perforations get weak and break apart, giving you your end result. Glue usually doesn't work well because it has to be able to flex.
