If you have not yet done the wiring, how are you trying to turn the engine over? Key in ignition or direct voltage to the starter?

    Key in the ignition
I was comparing to my swapped noggy and I don't see anything wired

What needs to be wired for it to crank?

Ignition interlock relay (clutch safety switch) need to be bypassed or wired properly.

To do it right you cut the wire that used to ground the relay when the shifter was in P or N then run it through the clutch safety switch to ground.

If you are just trying to see if the starter will engage and turn the engine over, I use an alligator clip attached to the positive terminal and then run it straight to the starter connection, among the O2 sensor connectors, that runs to the starter. Be sure it's not in gear.

Same problem I had last weekend. I replaced the heater core and everything lit up just fine, but no start. I forgot the clutch safety switch.

Read carefully as you work thru the wiring if you want the cruise control to work.

I can't remember on the S4 exactly...but on the C5 it's almost always the relay at the very top - left corner of the relay panel.
Here's a pic of it jumped- but if you push the little tabs on the plug you can release the relay plug, slide it out so you can get to the wires on the back and splice into the connection. On the C5 I think the ground signal is actually the one with two small black wires going into one connection.
The wires should be two large gauge red wires (one 12V+ BATT feed to the relay, one RED is the 12V on one side of the starter circuit and then one large RED/BLACK that goes out to the starter. The ground closes the circuit between the 12V and the starter allowing the starter to turn).

Here's a pic of the relay connector bypassed.
