Need identification of bolt under intake manifold

I removed my throttle body today to clean it and scope the back side of the valves. When I removed it, I noticed a bolt, the one below the throttle body hole in the picture with the rubber on it.
Does anyone know what that is for? Or if anything is supposed to be threaded on there?

Yes, that connects to the supporting bracket for the intake manifold to the block. It has rubber on it to minimize vibration.
