    Among 90 other things that this car has wrong with it, I cannot get it to connect to the New York State inspection computer. No idea really where to turn.

    Tried 2 different shops and they both had the same issue. 12 volt supply is there, but wont communicate. The first shop called NYS inspection tech, confirmed that the system was running just fine. Pulled fuse for ABS module.

    The radio in the car is an OEM RNS-E, from a different model (I believe b6)

    I have heard of people installing aftermarket radios and that causing a problem with the obd2 port, something about the kline.

    Could be your rns is causing it. If you have a symphony radio try with that and see if you can connect.

    What is this K line i've heard of?

    Just pull the RNE radio and check with a handheld scanner. Or unhook the RNS E radio. You do not need a radio installed, but the RNS E harness might be putting noise on the k line wires.

    ahh, okay. Ill try that.

    FWIW the vagcom, and a generic handheld code reader connect to the car without fail or issue. So the OBD port works just fine.

    There are a couple of communication lines on the physical OBD port. And the inspection stations use the OBDII protocol to communicate.

    What vehicle is this for?

    I say it's user error. I have never heard of a case where VCDS WOULD comm with the car but a different system wound NOT, yet there was a problem with the car's system.
    If VCDS can talk to the ECU then I'd say it's their system or user error.
    VCDS would tell you if there was a problem with a single module, or not communicate if the K-line had a problem. They're probably missing a setting in the system..a 15 year old OBD2 car is pretty old technology; I bet their system is using a protocol for some new car or something?
    Easiest test I can think of to prove the case isn't convenient but~ have someone with another C5 head down there with you. See if their system will talk to that car and then your car.
    If it talks to the other C5 but not yours then you have a problem.
    But ...if it talks to neither car it's their problem.
