Was taking a look around the engine bay and noticed that this part was loose

I'm assuming this isn't normal. Correct?
When the cars turned off you can pull it apart. When it's turned on, you can't. The suction is holding it in place, so I'm assuming it's some kind of suction pump/ vacuum check valve. Any of you guys got an idea of what it is and what it does? I've had a P0299 code( turbocharger underboost) and am wondering if this is why.
I'd appreciate any help and advice.
    Thanks

Ghetto bandaid, but use electrical tape to create a seal if you need to still ride your car till replacement comes in. Any of that stock rubber crap that catches a leak, for that matter. Of course don't treat that as the fix...but it def will work till replacement part arrives.
I hate it when my car acts like a little bitch, treating me like a bitch
