So I changed my BCM (8E0 907 279F) with another BCM (same code) because it was smoking through the ground wire evertime I attached the ground and put it under a load and i had no lights, horn, wipers, etc. Now my lights and wipers work but my horn goes off as soon as I turn the key in the ignition. Is there some kind of programming that has to be done when swapping the BCM?

I think it's module 81 that you have to code for adaptation to your VIN. VCDS should prompt you what the key is to adapt.
