I'm interested in this as well. I wonder if this was sold from another car manufacture's used car lot? Due to the scandal, Audi dealers aren't supposed to be selling new or CPO'd 2016 3.0L TDIs right now. Is this a CPO or new 2016?

I'll share my specifics. I own a 2009 VW Jetta Sportwagen TDI DSG with 112,000 miles. VW has already provided two free loaded $500 Visa card. One can be used anywhere. The other can only be spent at a VW dealer.
When the final agreement is signed in October and the program is implemented VW will give me a goodwill check for $5100 plus buy back my VW for $9200. I could keep the car and the $5100 or hand over the car and the title and collect a total of $14,300. I'm going to hand over the car and the title.
Nothing will happen until probably in December.
I explained the background of my Audi in another post above. I paid $47k for a new/used Audi with 2800 miles and an MSRP of $54,750. I'm pleased.
Last week when I was looking on cars.com Audi of St Paul MN had the car I bought listed with a price of $48,499. Audi of Bozemen MT had two nearly identical cars listed with a few thousand miles for $49k and $48k respectively. Bozeman Audi's cars were also service loaners. My guess is the Bozeman dealer would negotiate also.
I wanted a white car so my search was limited to white exterior. I believe there are other similar off lease Audi TDIs available in other colors with similar miles.
I can recommend Audi of St Paul. They were easy to deal with, honest, and professional. My salesman was Joe Bergeron. He was kind enough to pick me up at MSP airport to buy the car. My flight was over an hour late (damned airlines!) but Joe waited patiently. I recommend him. That dealer may have had another off lease Audi TDI. I think I saw a gray Q5 TDI listed on cars.com. It could be gone now. Don't know.
