Headlight Issue

Hi guys, my passenger side headlight decided to stop working. I know it is not the bulb because I swapped it with the drivers side bulb and the same result. All other lights work, highbeam, daytime running.

Any ideas? Is there a fuse or something specifically for each headlights lowbeam?

Bad ballast? Swap the ballasts and see if the issue follows.
