Delivery confirmation with tracking isn't good enough, for Amazon at least...has to be signature confirmation (required but not listed in their policy as such, only "recommended" for items over $100) and even then they still may screw the seller. It's a scam and people know it and exploit it. If you don't sign for the package, claim you didn't receive it and then get a full refund and keep the product. Neither company seems to care...
Sorry to hear OP. That truly sucks.
PayPal is an absolute joke and it's the reason you should only accept payment as a gift. Their terms and conditions clearly show that the seller will never be covered in the event of a claim. Everyone should take the time to actually read it.
Even if you send it signature required, it ONLY covers you if they claim they didn't receive the item. If they claim you sent them the wrong item, guess what?...You lose.
So if you send them an intake and they claim you sent them the Lego movie on blu ray, and they send pictures of their personal copy of the Lego movie on blu ray, PayPal takes your money and gives it to the scumbag liar.
