    1.9tdi turbo shut off

Hi guys. Long time reader, short time member (well, to be honest I just signed up). My father has an 1997 Audi A4 B5 1.9tdi with (I believe) 115hp. (Side note: I love Audis, especially b5s though I'm too young to own a car which is why I have been reading a lot on this forum). The problem with the car is that under heavy acceleration, the turbo fails and shuts off. This problem began when we replaced the air filter we had before. Cleaning the one we had before and dropping it in, helped for a short while but not anymore. We also replaced the old turbo with another, new, oem one at an Audi service a while back (can't remember if it is related to us trying to fix this specific problem or something else). A couple of mechanics have attempeted to fix it unsuccessfully. The car is in good condition, has been cared for and only has 2 owners. What could be the cause and solution of the problem? Thanks for any help in advance
