    There is no fan relay.

Based on the signal from the Engine Coolant Temperature sensor, the engine ECU sends a low-level fan speed control signal to the Fan Control/Power-Stage module, which is typically mounted to the back of the fan motor. The module should have a heavy red wire that gets +12V thru a 30 or 40Amp fuse. Use a meter to verify you have +12V on the red wire. If you don't, find the 40Amp fan fuse (located under the cover of the Jump-start terminal block, under the hood, center, base of windshield. There is a also a 5A fuse #11 (to power the fan module internal electronics) located in the underhood electrical box at the base of the windshield (drivers side), which also contains the engine ECU.

Also check for a good ground connection from the heavy brown wire at the fan to engine harness connector (Unplug and check the engine harness side of the connector.)

If you have 12V, and a ground to the Fan Module, then most-likely the fan module or the fan motor itself is dead. I don't think you can buy the fan module or motor separately.....
