did a bunch of research and still can't find anything, my car cranks and cranks but will not turn over
    i am getting spark

i checked all fuses when the car is off and i get this
    no power to fuses
    28 - fuel pump
    29 - engine management
31 - reversing lights, gear lever gate
    32 - engine management
    36 - wiper system
    37 - intelligent power module
    43 - engine managment

when i put the key to the on position i get no power to the following fuses
    28 - fuel pump
    32 - engine management
    34 - engine management
i checked all fuses with a test light and voltmeter

i already changed the fuel pump relay and still a no go
i did get water in the ecu but i cleaned that up also changed the 219 relay and thats working fine
i checked for power at the 395 relay and I'm not getting any power there or the blue fuse inside the ecu box

don't know what else to check for or do,
i try to connect a obd 2 scanner to pull up any codes and it says no link

any help would be appreciated thanks

When you turn your key to the on position does the check engine light illuminate? If not more than likely your ECU has failed, probably due to the water.

The fuel pump relay powers 28,32 and 34 fuses. Remove the relay and make sure the connectors are clean. Then test pins 3 and 5 for voltage when you turn the key. If you have 12 volts your ignition switch is good. Pins 1 and 2 are what close to send voltage to the fuses.

    bumping up
currently experiencing same issue. so far I've only replaced battery and fuel pump relay with no luck. I did manage to jump the relay and start the car once then unable to re start it. I used a fused jumper wire and applied power the fuel pump fuse. any help much appreciated.

First of all, test the relay and the socket to see if they're good. Pull the relay. There should be four slots in its socket. I can't remember which terminals off the top of my head, but one should have constant +12 volts, and another, I believe the horizontal one on top, should have +12 volts with the key on (and ONLY with the key on). If this is not true, then you will have to go in one direction. If it is true, then the relay is likely bad if the fuel pump fuse (28) is dead. Are you sure the fuse has the back probe terminals? I blew mine and the replacement fuse I bought didn't have them. Made me chase a non-existent problem for an hour before I realized. Are you sure you didn't blow the fuse?

You can also test the actual relay (126? 129? Memory isn't what it used to be-the fuel pump one on the far left). There's a diagram on it that tells you what to apply the voltage and ground to to make it click.

    Power flows like this:
Battery (duh) -> ECU master relay (219, in the ECU box) -> fuel pump relay -> fuel pump fuse -> fuel pump.

Oh, forgot something. Make sure you check the fuel pump fuse when the engine is cranking. It will not necessarily have power when you just turn the key to the "on" position. Learned that one the hard way too.

so finally had a chance to see what's going on. I was away for two weeks left my car at my job (shop) and left it with the battery disconnected. after connecting the battery checked for voltage at the fuel pump relay terminals. have power to one pair w/key off 11.xx volts, and nothing to the other. key on had 11.xx volts didn't write it down. and 7.xx volts for the other. throughout this whole ordeal my CEL hasn't not turned on when turning key. after fumbling with my kick panel and fuse box it came on and tried starting it. turned right on, I cycled on/off a couple times just fine. then I tried moving it, backed it out put it in first drove maybe 30ft CEL began to blink then I saw rpms go down to zero and it died. pushed it back. then I had to get going. gonna do some more searching.

Did you mean to say that your CEL doesn't come on when you turn the key on? Because it should. Key on, engine off, the CEL should be illuminated. If it's not, then that points to the ECU being bad. Take the cover off and check for signs of water damage.

Your test of the relay socket was done correctly, but you're not getting the correct voltage. 11.xx is a little low, but the 7.xx is incorrect. It should be very close to the 11.xx. That relay is powered by relay 219 in the ECU box.

It's also possible you have a bad ground somewhere, since the problem is somewhat intermittent. Do you have a 1.8t or 3.0?

I have seen ignition switch failures cause erratic behavior on random circuits.

Was there ever a resolution found for this? I having the same issue but I have voltage through pin 5/6 from the ecu to trigger the relay. I have constant 11.74ish on pin 1. I have tested two fuel pump relays (old and new) with a bench power supply. The relays are good. Even though the relays close, no power goes pin 1 through the relay to fuses 28, 32 and 34. The wiring between the fuses checks out between the fuses and the switched terminal port. I have replaced the ignition switch and I have 3 ECUs. The same issue with all of them.

    Any resolution for this?
