Cheap D2S hid/ ballast projector

My lights are not bright next to other cars at night. My fogs look brighter. This is my first Audi A3 with projectors that have the aftermarket chinese fake bulbs. If i swap to philips or osram and stick with the current ballast am i wasting money?

If you see in my pics i replaced the bulb but the projection isnt uniform. Its darker in the middle and casts more light to the left. In the housing its an hour glass shape. The D2S seems seated properly. Im assuming 25$ bulb is the problem vs a real 100$ brand. Any thoughts? Its a no name china made ballast. I need to replace other side ballast dont want to cheap out again!
