Both my head light hight adjusters broken?

Hi, I wanted to adjust my headlights.

I'm familiar with the vcds procedure.

But when in adjustment mode and I try to adjust the height with the allen wrench, absolutely nothing is happening.

Does this mean they are broken or could I be doing something wrong?
