Bad Fan Control Module or Fans?

Hey guys! Both of my fans are not working and doesn't work no matter what I do. Even when I turn the ac on sitting still the smaller fan doesn't come on. That's leading me to believe it's just my fcm that bad. Because if it was a sensor wouldn't it just cause the radiator fan to stop working and not the ac condenser cooling fan? Just wanna get this right considering a new fcm is $300. I do know when I spin the radiator fan by hand it doesn't move as freely as the ac fan. Any thoughts?

Hook the fans to direct power and see. And scan for codes. It could be water in the ecu box. Try using the search function as this topic has been covered numerous times.
