Assuming the always on fan is not because the AC is on.....Get your thermostat changed ASAP...before the engine fully overheats! ( The thermostat kinda "half-fails" for a little while, then it will break completely and you will have a full overheat condition).
The temp gauge on the dash does not accurately indicate the actual coolant temperature, it is purposely dumbed-down, the needle stays at the center "normal" mark for actual coolant temps between 175F and about 225F, it only moves above center when the car is in a full overheat condition, with coolant temps above 225.
The Evap DTC code has nothing to do with the thermostat issue.
