Strange Brake Pedal

Halo,

My brake pedal is acting strange, it applies this sort of electrical resistance, like it's getting snagged on sometime, for a moment or two, until it lets go again and everything is normal.

This happens probably 11 times per hour of driving.

Ideas?

Is it only at low speeds? Does your ABS light ever flash or stay on?
My guess is either:
a) tone ring on one of the driveshafts is damaged
b) ABS sensor is damaged
c) ABS sensor is sticking out too far from the tone ring (would just need to be pushed in a little)

Only @ low speeds, yes.

It does feel ABS related.

What is this Tone Ring?

If I am not mistaken its the ring on the axle that the sensor reads. I had this sort of issue once and it turned out sensor for the driver side front wheel was too close to the ring. I put a washer around the sensor to pull it out a little and it was fine after that.
