Assuming this is a quattro automatic and whoever changed the fluid knew what they were doing, it sounds like valve body issues. The fact that it happens in stop and go traffic more-so than cruising may indicate heat makes the symptoms worse.
Personally I'd probably try to manually shift it in tip mode to avoid the symptom in the short term and consider replacing the valve body.

Yes Quattro and yes its a Quattro. I can recreate it sometimes when I punch the gas in 2nd or 3rd gear trying to change lanes. The shop I took it to is reputable, owner rebuilt his B6 S4, and the problem was happening before the fluid swap.
It probably is heat related b/c it always happens after I've been cruising for 15-20 min, before my move I would get on the freeway within 10 min of driving and never had an issue while in the next 10 min of stop and go.
