I wish I lived within a reasonable distance so I could take you for a few poles in mind. I've been JHM Stage 2, 93 Octane for the last five months. My car still running stock turbo and has since I bought it, but I've been running the APR HPFP, S3 injectors, JHM test pipe, Stasis catback, front mount IC, and plugs/coils on both tunes. It doesn't exactly feel like the same car; it's definitely more fun when you want to go, and stock feeling when in city traffic. Is it worth another $589 ($900CAD) when you have another tune? It was and still is for me.
I used to build and drive turbo/AWD DSMs before I moved to TDIs, and think I still recall how fun they were. This is as fun to drive as anything I remember.
Ultimately, it's a cost/benefit analysis. At the very worst, upgrade to APR 2+ for free. You can always go JHM afterwards if you're still feeling the car is lacking. Plus, you shouldn't really worry about it if you're planning on selling, just mark up the price.
As an aside, search kijiji.com for E46 M3s or any version S4/S5, with the conversion you'd be crazy no to buy a Canadian car. I'm seeing B7 RS4s listed for the low $20k range (CAD). For reference, $22k CAD is roughly $17k USD...
