yes its installed correctly. After taking another look at it it seems to only be the rear left caliper. On the right side (working side) when i squeeze the parking brake linkage it moves pretty freely but on the left side its completely siezed. I'm assuming it may be tightened down a little to much?

If the parking brake is hanging up, then the caliper needs to be disassembled to fix the reason the caliper is seized up.

You should be able to squeeze the two levers that are tensioned with the return spring with or without the spring. Was that mechanism working when before you put the calipers on the car? As diagnosticator pointed, there's a spring inside the caliper, which holds the two levers in position (or only one, since the other is in a fixed position on the caliper). Sounds like there's some dirt inside that mechanism preventing it from operating smoothly.

Take a look here and here.

Well, this sucks. I don't recall if it worked prior to me installing it, will update tomorrow when i get the caliper off.

This is a video from inside in case someone is having a similar issue.

So we were wrong, took the ebrake cable off the caliper linkage and the caliper spring moves freely and perfectly. My cable looks rusty and old and does not retract or move at all. Thinking back on it i always noticed that my emergency brake seemed weak. Looks like im doing the cable now...
