Probably a dirty switch. VCDS can help diagnose. You can use measuring blocks to see all the switch inputs from the cruise stalk. You can also make sure the upper clutch switch is responding (if manual trans) and the brake light switch. With VCDS you can narrow down the problem in about 2 minutes. And 1 of those minutes is hooking it up and booting the computer.

If the Cruise "ON" switch is not closing (probably the most common thing), you can just flip it back and forth a hundred times. You can also pop the button off and spray in some contact cleaner, and then switch it another hundred times. If it is the set button that doesn't respond (second most common thing), try hitting it more firmly and on different areas of the switch (top or bottom). You can also give it the 100x treatment. Sometimes they can't be saved and cruise stalk replacement (or next-level overhaul and internal cleaning) is necessary.
