Two plugs in front of the intake?

Hey all. I was reading about the intake flapper problems today and decided to have a look. I was manually rotating the flapper arm and didn't notice any change in the idle or anything. I do have a hesitation at lower rpms so I wanted to have a look. What I did notice is there was a plug dangling (of two) that connects right below the actuation arm on the intake The right one is plugged in but the left isn't? It's super tight in there and it looks like the arm has to be unhooked to plug it in. So what does that plug do and why am I not getting a code come up. I've had the car for about 6 months and it's ran fine other than the slight hesitation at low rpm with hard acceleration.

Also, in order to remove the ball end of the arm do you just pry it off? I pulled on it but I didn't want to break it. In order to plug that plug in it has to move temporarily.
