how did it short?
it looks like there may be a problem with the ECU's power. a wire or connector could have blown, but my money is on a blown fuse. there are two other places you should check for blown fuses besides the main panel: under the driver's footwell there are several large 30-40A fuses, and under the ECU there are 5 fuses (3x 15A 1x 20A, 1x 40A, if i recall). the driver's footwell is easy to get to, just a couple screws to remove the cover.
the ECU is a pain to get to, though, since you either need some incredibly deft tools or you need to remove the wiper arm to get to one screw. however, you can probably do it in less than 30 minutes with a wiper arm removal tool ($15-25), just make sure to put some penetrating oil at the base of the wiper mount before you start.
