Driver Seat Seat Belt Buckle Install Help!

I am replacing my Recaros with some stock seats and ran into a slight problem. I am trying to reinstall the driver seatbelt buckle and I cannot figure out how to get the bolt in from the inside (between the bracket and the seat). I see that the passenger seat belt buckle is installed that way. Any help would be appreciated. I have attached a pic showing my issue.

You have to rotate the part that receives the bolt, in a way that allows you to access it. You may need to use a crescent wrench to move it.
