Shop quoted me $700 to fix this with new pump and relay.

Both pump and relay work when connected to the battery, what's the next step? I'm just trying to pass emissions. I hooked up a new chinese pump that also works, haven't replaced relay, but tested. Can they stick, should I just replace it also?

    Thx

Are all of the hoses connected to the SAI pump?

This Before you pay a shop $700 to replace parts that check out when hooked up to the battery you need to do a little diagnosing yourself. The first step is to understand how it works. Your problem could be as simple as a broken vacuum hose. Here's an outstanding resource:

Yeah, hoses are fine. I watched that video, my problem is electrical I think. When and for how long is the pump supposed to run? I keep reading on cold start but no mention of duration. I had power at the connector but I guess I need to make sure its enough b/c mine doesnt kick on.

No water in the pump either

The SAI pump should start immediately and run for approximately 90 seconds. Concurrent to that you should have a high idle and reduced vacuum. The reduced vacuum is being caused by the 22° of intake cam advance and the retarded ignition angle. By the end of the cycle the cam advance returns to it's normal position and the ignition angle goes from 3°→5° ATDC to somewhere between 6°→9° BTDC. Vacuum also returns to normal.
