There should be 16 links between.

Then look at the marks at the rear of the cams. This will confirm if your cam gear keyway is damaged or not. We are mainly interested in the exhaust cam mark, but the intake mark should be reasonably close to it's "arrow" as well.

With the timing belt alignment marks aligned at top dead center #1 piston, the exhaust cam 1st chain roller is offset 1/2 sprocket tooth toward the exhaust manifold from the vertical alignment of the cam bearing cap arrow, and the notch on the exhaust cam, and the 16th chain roller is vertically aligned with the intake cam bearing cap arrow and the notch on the intake cam.

I am skeptical that the rough(?) running symptom could be caused by a loose cam bearing cap. That is inconsistent with the typical case.

OK, an over-tightened cam bearing cap would not cause the engine to run roughly or poorly. There must be something else involved.

Alright. Regardless, there must have been something else causing the rough idle, that is now resolved somehow. No point in speculating for the actual cause further since it is only an academic matter now.

A place between here and there

They are to be torqued to only 7 ft/lbs. It isn't much tq at all. I use the feeler method on this, because it is basically snug. But I have a fairly decent feeler.

Going on assumption. If the caps were too too tight, then that also put extra strain on other parts such as your timing belt. You have a certain combustion at idle that isn't much. Basically just enough to drive the pistons and keep the engine running with no drivetrain load. Your belt had to work extra hard to move your cam. And to top that, you possibly could have (most likely did) scored your cam journals. Not saying that is what happened. All assumption.
