Where is the screw that causes rubbing?

I have 15 mm spacers and it's rubbing. I feel one screw near center of wheel well that randomly pokes down (some reason this is cpo car but only one side has it) and it's the side the rubs a lot.

Can someone confirm (or has pic of location of it)? Is it ok to remove? Is it Phillips head?

Yep, Philips head. And completely safe to remove.

Ok I took a second look and I was mistaken. The screw is not center but rear towards the door. And it's torx screw. Hmmmm cpo and screw missing on fender.

Anyone have a pic of what this other screw is? Maybe I am not seeing it
