When I move to CA in 94, I learned that they check that sticker to see if your engine is a 49 state or CA emissions certified. A non CA sticker would have cost me a $350 fee or something like that. Since my car had a engine swap to a new year, higher spec engine, the concept of the sticker to prove it was a cleaner running truck was kind of pointless, I had a two year newer engine from a passenger car ( the donor car was CA legal).
A sticker from Mitsubishi cost $12.... The person that did the inspection proclaimed how lucky I was, cause my car from Massachusetts already met CA emissions. I tried not to laugh. Short story, based on my experience, they just want to see the CA compliance sticker. I eventually had to get my swap certified, but no one ever questioned my shiny new sticker. BTW, it at least should look real.
