    No, and they're not legal anywhere, for that matter. Stylistically, the only way you can do it is to have your normal plate over the euro plate, like the people who took european delivery do it.

    Ive gotten pulled over for having a euro plate running up front. Only got a warning and the cop was pretty cool about it, but yes it is illegal.
