Ok so I have a 1999 Audi A4 1.8t 5 speed that began a misfire running rough cel came on and started flashing limped it home and put the code reader to it and it says unable to establish connection I know it used to read codes cause I've had previous codes. So I've been reading forums and articles on the k line I tested pin 4 and 7 on the diag connector and have 10 volts Ross tech says need less then 9 I disconnected the after market radio and still 10 volts I've disconnected the climate control the abs module the ecu the central locking and instrument cluster and still have 10 volts is there anything else I can unplug and test I'm at a loss here

Unplugging things won't drop the voltage any. Voltage is kinda like water pressure. There's a load and with a smaller gauge, the voltage will increase. But if more load is being applied to a set of wires then there's something not obtaining the correct load, causing it to get redirected to another wire or wires. I literally could be so entirely wrong at this but I took a year of electrical engineering in college. I dropped the class but I retained a little haha. In my opinion you should plug everything in and turn everything on but you also could have a bad ground wire from that fuse/relay box or power wires chafing
