I have an 2003 a4 1.8t I've only had the car two weeks. I was looking at the fuses today just to get familiar with them and I realized where headlight and fog light fuses should be there are none can somebody tell me where I will find them.

The fuse box and labels are sort of 'standardized' - so you may have slots for fuses that apply to options/ components that were never installed in that car. So, basically; just because you have empty slots for things that are labeled on the diagram doesn't mean that they are missing.
If your lights work then move on, you'll have a problem soon enough.

There are no fuses for the exterior lights. Lighting circuit overload protection is provided by the Central Electric Control Module. There are fuse locations included in the fuse panel for the exterior lighting, they are only used with A4s that have the Lowline electrical system. Our A4s have the Highline electrical system.
